westwood, both two groups have entered Tibet succesfully. For the flight group, when changing the boarding pass, staff asked the reason why there were 2 missing in the group, they explained, then nobody asked anything again, seems not very annoyed.

I have friends who just flew up to Lhasa last week. They had a permit for 5 people but 1 had a (legitimate!) family emergency and bailed so only 4 got on the flight - they had no problems at all.

acidsun - unfortunately it is quite likely the permit situation may get even worse in the coming weeks. We are all watching to see how the govt. reacts to the immolation protest on Sunday afternoon in the Bharkor in Lhasa.

Hello everyone, we are 3 Indonesian People.
We are going to travel to Tibet on September. I did a discuss with some travel agent. As you guys said that some agencies maybe take a risk to issued the permit. I also face it currently, they will take responsible for issuing the permit later on. But i don't want take a risk to be send off before the time.
I still searching another 3 people to join us in September trip.

as i understood, if, for example in group of 11 people, there were 5 Brits, 2 French, 2 Germans, 2 Filipines, then it's oke to get permit, or?

Just heard from my agent in Lhasa as we were to fly into there on the 2nd June, pending permits, from Chengdu.
Apparently TTB has informed agents that they will now only start issuing permits after Saga Dawa on Monday.
Looks like they want to limit people in Tibet during the festival in order to prevent any demonstrations.
