who regulates tour operators/guides

Hello all, We are having issues with the tour operator that we originally booked with. What is the governmental agency that handles complaints? any other ideas on how to get help with this company? They are extremely dis honest.

If the tour operator is extremely dishonest, you can also complain to Nepal Tourist police https://cid.nepalpolice.gov.np/index.php/cid-wings/tourist-police
