I was reading elsewhere that in October, J&K changed the law regarding PAPs for foreigners in Ladakh, particularly in parts of the Nubra Valley. I've been trying to find info (both here and elsewhere) as to what exactly the change was. The only thing I've found is a few news articles that say the areas are now 'opened up' to foreign tourists.

Does anyone know if this means you no longer need a PAP? Or does it just mean that if you get a PAP, you can now visit a few more places that previously were off limits even with a PAP? And if you no longer require a PAP at all, I'm guessing that means solo travelers can now go to these areas too?

Thanks in advance to anyone who can clarify, or (if I missed it) can point me to another thread where this has already been answered.

As far I know, a few places have been opened up for foreigners (still with PAP) like Nubra, Pangong, Turtuk, Dha Hanu, etc.

The above is not news : all of the above have been open with permits for many years . The only ( relatively ) new thing is that Nubra opened up beyond Thoise airbase to Turtuk three years ago. The article that started these speculations was filled with inaccuraccies , I wouldnt just ignore it. Getting permits is an easy process , if you turn up at one of the agents early in the morning you have a chance of having it in the afternoon. Solo permits are also a non-issue , I have never been part of a group going to Nubra.
