i am really confused at the moment which way i would choose if i miss my flight to Skardu (probability is high).... i will have very limited time and do not want to waste on kkh (

I'm not surprised that you are now confused. I flew back from a 4-week trip to Gilgit Baltistan last week and I'm confused too and very glad to be safely back in UK. After recent tourist deaths in GB, I doubt if anyone can tell you what conditions on KKH will be like in late August 2013.

KKH is always subject to closures, partly because of landslides and partly because of security concerns + need to travel in armed convoys. As far as I know, Babusar Pass is also subject to the same problems.

Babusar pass is not allowed for foreigners after the tragic incident in the west BC of Nanga Parbat,though KKH is open for foreigners but you 'll have to wait & travel on convoy if you re traveling by public transport,you can drive on (with out waiting) if you have your own transport.
