I wouldn't personally turn up at the airport if I was more than a month overstayed, just asking for trouble. So I have to agree that the OP should go straight to his nearest passport/immigration office and try to resolve this before he attempts to leave the country.

No one seems to know whether overstay fines can be paid at Pakistan airports on departure like countries in Philippine, Thailand. On DGIP website its not clearly mentioned where the fine can be paid. I am in Quetta and its not safe to go to passport office as Quetta is marred by violence on particular ethnic and religious group and this is the reason I couldn't extend my visa at first place. I have overstayed by more than three months.

I haven't planned yet but I prefer to fly from Quetta to Dubai. Flying to Karachi or Islamabad means I have to stay few days before leaving.

Am sure yes,where else you think you pay the overstay fine?You pay the fine at immigration desk while leaving.

I would again say please go to any passport office and pay the fine instead of landing in trouble at the small airports like Quetta.

Alternatively, if the OP is in Quetta why not head for the land border with Iran ? In my experience, land borders are a lot more 'flexible' than airports, indeed I have overstayed in Pak in the past and had no problem negotiating a small 'fine' with the immigration guy at Waggha.
