VOA in Sost hasn't been possible for almost two years now.

A further problem with the route through China is that you will travel through Xinjiang province, and the Chinese authorities usually reject applications that include this region in the itinerary. This is one (but only one) of the reasons it's difficult to get a visa for China in Central Asia.

It is not necessary to mention it when applying for a visa or if you have booked an official itinerary for travelling with a car, you will not have any problems. I got the visa without problems in Tashkent

Can I ask what makes it so expensive going through China? Is this route possible by public transport?

It's expensive to take a private vehicle into China because you need permits and to engage a guide to accompany you with your vehicle. Public transport is relatively cheap and easy to find.
But if you're thinking about going to Kashgar or elsewhere in Xinjiang province you must give no indication of this on your visa application. So don't mention that you are entering or leaving China via Pakistan or a Central Asian country.
