Is Upper Mustang affected by the monsoon? Is it possible to get there by car from Pokhara? If yes, how much would it cost ? ( a 10 days trip...) Has anybody done this recently? Thanks for info!

Upper Mustang is in the Himalayan rain shadow and not much affected for hiking in the monsoon.
There is rough road from Beni to Lo-Manthang (Upper Mustang). Jeep (4W) is more comfortable than car.
It can be a good idea hike up to Lo-Manthang for safe acclimatization and drive out.
Of course, for non-Nepalis, there is a very steep permit fee ($500), requirement for 2 trekkers, guide and agency....
Road up to Jomsom during monsoon very rough with washouts. Doubt it is doable by car... need jeep or bus.
