I am considering the standard 1 week road trip from Chandigarh in 2nd week of February 2019. 2 nights in Shimla, 4 in manali, and back 1 night in Chandigarh. Would I find snow covered hills in the view with warmer (55-60 deg F) in the valley? Is there enough to do for 4 nights in Manali? Not looking for a snow vacation, but would enjoy seeing snow covered high mountains from pleasant valley(s).

Rohtang top, two thousand meters higher than Manali, is subzero day & night . Snowing right now. There has been a lot of early and heavy snowfalls this season. Normal years you’ll see meters of snow at the top of the pass when they start clearing the road in April .

Normally I would have just returned from Leh right now , which is same as Rohtang at the moment -around -5 . Which is very warm for the season and explains the heavy snowfall. It actually snows more in the ”warm” season . Avalanches at the Rohtang have become a lot more common at the Rohtang over the last two decades , with more snow and more temperature shifts giving more layering of snow.

Minus fifteen here at home , less cold than last week. No mosquitoes...
