I have a limited time in India roughly 2 weeks and it will be in the monsoon season but I still want to see some of Himalayas. Am aware that whilst some areas are in rain shadow and so would be dry, getting there would involve crossing roads very prone to landslides.
Just as a point of reference for me planning my itinerary in the future, out of travelling Himachal and Uttarakhand which have people enjoyed more/would recommend more. More specifically am asking, in which province do people think rain is going to be worse/do people think the tourist places of Dharamsala/Mcleod ganj, Dalhousie, Manali are better than Haridwar/Corbett/Mussorie/Rishikesh or vice versa. Also, are any of these places particularly bad for touts and finally if anyone does have any suggestions of good Himalayan sites to see in aug that be great!

You have to go to Spiti, Lahaul or Upper Kinnaur in Himachal Pradesh to get out of the monsoon area.

Dharamsala is known for the highest rainfall in HP - that would be something like a fifty to one factor compared with Spiti. The most interesting route is via Shimla , which also comes with the highest chances of going out in the monsoon . Going via Manali means you deal with most of the rain & mud on the south side of the Rohtang La ( the tunnel under the pass probably wont have opened in August ).

Getting there will not. You can fly from Delhi to Dharamsala; or you could fly from Delhi to Dehradun (the airport is barely 30 minutes from Rishikesh).
To be honest, I'd fly to Dharmasala for a week around McLeod Ganj, and then take the overnight train from Pathankott to Haridwar for a week around Rishikesh. Then fly back to Delhi to connect to your onward flight.
Also, are any of these places particularly bad for touts ...do people think the tourist places of are better than or vice versa.
Smaller places don't have much by way of touts. I love both Rishikesh and McLeod Ganj, and have never had any trouble of any kind in either place. They are quite different experiences however, it depends on what sorts of things you want to see / do / experience on this trip.

Based on the historical average, McLeod Ganj will have more rain than Rishikesh - but both could expect a lot, and 'worse' will be a relative concept.
