Hey, I've just heard that I maybe need to get permission to visit some parts of Ladakh.
Just to be sure, can someone tell me do I need PAP for any of these places: Kargil, Padum, Phugtal gompa in Zanskar valley, Lamayuru, Leh, Hemis, Thiksey and Stakna Monastery?

No permit for all those places.

Short answer : no.

Longer version: no permits required for any point on the Srinagar-Leh-Manali route , and the area within that line for starters. Ninety plus percent of Ladakh is permit free areas. Permits for Nubra and the Tso’s a one day process in Leh.

No protected area permit is required to visit the places mentioned by you. Some of the places that require PAP are
Khardung La,Nubra Valley,Tso Moriri,Pangong Tso,Turtuk, Dah and Hanu Villages. Though getting PAP is easy, all you need is a copy of your passport with valid Indian visa and some nominal processing fee.

As mentioned above, you don't need permit for travelling in the Indus valley and in Zanskar.
You need a permit if you go do Pangong lake, Nubra valley, Tso Moriri lake and Dha Hanu valley.
Note that there are also locations where only Indiand citizens are allowed, for example Batalik in the Dha Hanu valley.
There are also special restrictions for some nationalities and for diplomatic passports.

The reasons ”unknown” and ”disappointing news ” that Vargas Khan refers to when the Inner Line Permits were reinstated for Indian nationals was about saving lives . As predicted when they were scrapped in 2014 there were people going same or next day to 5300+ meters ( Khardung & Tanglang La ) and sleeping at 4250+ ( Pangong Tso, Tso Kar etc ) . Some of them died.

This winter Leh admin also introduced new rules for the Chaddar trek with mandatory acclimatization : medical checkup third day after arriving , with the statement released in the afternoon , so trekking starting on day four.

( Five posts on two forums under three different user names in two hours , pushing for the Ladakh Taxi Union . Got to be a coincidence . )
