My suspicions about the Indian Consulate(?) in Toronto were aroused by reading blogs by Canadians who were refused a visa without explanation and not refunded their money. However, when they applied through an agent it was granted. My travel agent was also of that opinion. The implication was of some kind of systemic corruption. I'm not really worried, the fee is $20.

That is the deal, it's true. A decision to grant a visa is up to the officer making the decision, there is no explanation for visa not being granted, and there are no refunds.
The add-on is that even with a visa to hand, the immigration officer on duty makes a decision about your entry - the same applies in every country.
