I stayed 4 nights at Hotel Saina International located at the western end of Pahar Ganj. Cable TV, has rooftop[area, water's hot, has western toilet, bed is super firm but it is noisy from the voices in the hall outside reverberating off the concrete walls. But with a pair of ear plugs and a very comfortable price of 325 p/nite, (a slight reduction from the 400 per single night) I liked the place. I would not eat much out of the kitchen however, it is filthy! Saina is next to the Prince Polonia and across from Major Den, down the street and across one intersection from Cottage Yes Please and around the corner from Hotel Metropolis-- all more upscale to varying degrees.

Am in De Holiday Inn in Raj Guru Rd, Pahar Ganj. Paying 800 Rs per night single (bargained for it) for very comfortable room + clean bathroom with great shower and loads of hot water. Modernish very clean hotel. Rooms available and pleasant management. www.hoteldeholidayinn.com (if it works - haven't checked it as found the hotel by chance, lots of others being full or grotty!!)

And De Holiday Inn has rooftop which is fine though not as good as the Shelton rooftop but the rooms and bathroom are much better.

Hotel Shelton (mixture of Hilton and Sheraton, I guess).
400 rupees/double, Main Bazaar, nice rooftop restraunt, food is just OK, but rooms are so much nicer than the ones in Hare Krishna or Anoop.
For food, though, Hare Krishna rooftop restraunt is better, I think, their Thai soups are really good.
On the left hand side of the Shelton hotel is a small restraunt/street food sort of place. Best thalies in Paharganj to my taste.

The Shelton rooms might be nicer than Anoop etc but they are terrible compared with De Holiday Inn and Yes Cottage Please (at the Western end of Pahar Ganj). That is if you want to spend 700 Rs for single).

I would NOT recommend the Hotel Shelton's rooftop restaurant. Didn't see the rooms but the food was not good.
We stayed in several budget hotels in Paharganj (main bazaar) and I would highly recommend Hotel Downtown.
Although they lack hot water (free buckets) the rooms were decent and clean and ours had satellite tv (might need to ask for a tv too).
Nice considerate staff and cleaner hotel then the neighboring budget hotels.
They also will arrange airport taxi for only 300 Rs for four people.
The double room was only 300 Rs/night but was cleaner and nicer then other hotels in the area which costed 475/night.
Be careful booking online as http://www.stargroupofhotels.com/ gave us a completely different hotel then in the pictures!
The room from the star group was completely different then the supplied pictures.
I guess the contact info from Hotel Downtown is in the lonely planet India book. I don't think they have a website.
