Mumbai is the most expensive part of India. Cheapest hostel I see is $6 a night. You might be able to do a little better if you really scavenge around, but I dont think you would be getting value for your time or money.

The cheapest hotels that are going to be transit freindly will be around Bandra train station or north of that Santa Cruz station, in that general area. It's not that far from the airport, but way faraway from the sights in Colaba and Chuchgate. But those southern places in Mumbai are reachable by train from Bandra and nearby stations. Also from Santa Cruz you can get quick taxi to Juhu beach, which is nice.

We used to joke here about how they didn't charge extra for bedbugs at the YMCA in Mumbai, but... Met a guy the other day that's stayed there with no problems for the last several years, so maybe it's cleaned up.
