I believe Christmas is an official government holiday. Is it reasonable to assume that any place that requires tickets will be closed? In particular Lalbagh Fort, Ahsan Manzil, National Museum?

(I apologize for asking this question a second time, I asked first on Sept 25 but no one who responded knew the answer.)

EDIT: The National Museum web site specifically says it's closed on govt holidays, but I can't tell what's applicable to the other sites.

Yes your believe is right, In Bangladesh, it is always close in Chrismass / Eid / Hindu festivals observe as government holidays.(I have confirmed over phone as well)
so the sight you have mentioned will be closed in that day, but Sadarghat, star mosque, Sakariya Bazar, Armenian church , Parliament building from Out side, Dhakeswari temple will be open , it is need close in public holidays my friend.
