How is the situation in Dhaka at the moment with the Hartels etc? Is it likely to be a problem for travellers?

FYI, till today opposition party did not declare any hartal in the coming days of this month. So, check some newspapers for update status. Like : The Dayly Star : http://www.thedailystar.net/newDesign/index.php

I see several posts mentioning "hartel". It is actually a hartal (pronounced "hawr-taal"). It doesn't sound like "cartel".
There is a half day hartal tomorrow (Dec 13) and another one scheduled on Dec 18. One blockade is scheduled on Dec 23.
During hartal you can't travel around (within cities or outside) as buses, taxis, launches, etc do not ply. Even if they do, you run into the risk of mob attack. In the past the parties who imposed hartal didn't target foreigners. Last week, however, a German citizen's car was targeted. Hence it is best that you avoid moving around. That say, if you happen to stay at Dhanmondhi, Banani, Gulshan, Baridhara, or Uttara, it is still safe to move WITHIN those areas. Shops/office will be closed though, but will open after 6 pm.
Noted that Dec 16 is Victory Day, a public holiday. The main celebration happens at the Savar Monument at the outskirt of Dhaka
