In the LP it says that you need the change of route permit if you fly in and bus out, but what if you bus in and fly out? What would happen if I showed up at the airport without it? And in your experience, how long did it take?

nothing will happen, you will be stamped with an exit stamp like everyone else and be ready to board your flight. this law is not practiced at any level as previously mentioned in numerous posts on TT.
