Can anyone please inform me of the easiest embassy to obtain an Uzbek visa, Dunshabe or Bishkek. I will have an LOI. Also how long would io have to wait

With an LOI the embassy should issue the visa either instantaneously, or later he same day. In the case of Bishkek, you have to make an appointment by calling in advance. they don't like non-Uzbek/russian speakers so your hotel/hostel can arrange this. I'm not sure if the Uzbek embassy in Bishkek is open with all the ethnic tensions.

The embassy in Dushanbe issues visas even without a LOI, at least for most European citizens. Proceeding time is 7 days, although they can do it faster if you agree to pay more.

They want the application form in russian, though. There's a small travel agency which will fill out the form for 5 soms near the mosque (walk all the way up to the mosque and then turn left).
