This is just to tell you about successful experience getting UZ visa in Ankara.
First, we engaged the services of StanTours for an LOI a month before. David and his team seemed to be competitive and definitely offer a great service.
Went to consulate in Ankara at 10am. They were very good with everything but said we had to pay them in USD via their bank account and needed Turkish ID for this. There was a guy there doing visa service for others and he offered to help. He took us across the street to a bank and we were able to give Turkish lira for the USD required. The Fx was fine and he refused any tip or payment from us or some Aussie lads in a similar position. Passports were needed for the money transaction.
Once the transaction was done we got the visas in 30 minutes.
We had a similar experience with the Turkmenistan visa and had to go to the bank by ourselves. This did not seem to matter and we did it without a Turkish ID. So whether you you need one for the UZ is actually an open question for me.
