Consular service not operational at Uzbek embassy in Berlin (Germany)?

I tried to get a tourist visa for a Swiss passport at the Uzbek embassy in Berlin in Sept 2014. After 4 weeks, the envelope with the passport and visa application returned - unopened.
Since the consular office neither replies (or opens?) emails, nor answers phone calls, it seems that the consular office currently is not operational (currently?).

The embassy in Frankfurt/Main is working very slow. We already got today our visas which we ordered 4 weeks ago. But we had the same experiences: no phone calls, no emails, ....

I live close to Frankfurt, so I thought its better to go there directly. To be sure I also called, emailed them in Mai/June 2014...no answer at all.
But at least I was lucky to get hold of some one in Berlin (even twice). So I send all my document to Berlin instead and got the visa pretty soon back (in the announced time - guess i was 14 days)

We got our visas through the embassy in Berlin in september. It took them about the time they promised on their webpages. We sent our passports with registered mail, so we could see when the embassy received them.
To contact the embassy by phone you need patience, lots of it. I tried for two weeks before I got through. The lady said they had technical problems with their phones.
