Tashkent, I'd say. The city's reasonably cosmopolitan, and well connected for Bishkek, Fergana, Tajikistan and so on. Plus it has reasonable international flight connections.

I partly agree with the previous post, but Almaty is more reliable nowadays, customs and airport facilities are upgarded and the city is more 'civilised'. People are friendlier and more opened, and services are better developed and almost reach European standards, unlike UZ
