situation in the ferghana valley

has anybody travelled to the ferghana valley since the situation in southern kyrgyzstan has worsened?

is it possible to travel to kokand, andijon etc.?

Even if possible, it would be a very bad move right now.
The area is stretched (almost?) beyond capacity with refugees and you'd just be adding to the problems they're having.
Check the situation in a week or two (if you have that long to spare).
