Kyrgyzstan to China via Irkeshtam Pass

Anyone have any info whether this is doable all year round? We are looking to travel through this pass in late November. Will the pass be closed due to snow/danger?

Also, any latest updates on getting a Kyrgyz visa from Uzbekistan? I only have a 15 day visa for Uzbek, so want to make sure I have sufficient time to get the Kyrgyz visa.

The pass is open all year round (except for the occasional holiday) but public transport dries up from late fall. Many people either share a taxi to the border and other hitchhike with truck drivers.
