Indian visa in Bishkek?

as the older threads are still not visible, a perhaps redundant question.
Has anyone experience how easy the process for an Indian visa in Bishkek is? How long does it take?

I called them today and they said it was possible even if you aren't resident (which seems to contradict their website). But the really annoying bit - on top of them having to fax the Indian embassy in your home country - is that they ask for hotel bookings. I didn't follow this through but the lady said that just booking one or two days is not enough...!
