I got a 45 days visa to Tajikistan, Is true that after 30 days I have to get registerd?
If yes how much does it cost and where should I do it?

Firstly, check the type of visa you have. If it's definitely a tourist visa (look for 'T' or 'cauëxu') you can stay for 30 days without registering. But if it's any other type (including a 'private' visa), you should register ASAP.
To register, ask your hotel. Or go to the Office of Visas and Registration (OVIR), Mirzo Turzunzade Street 5, Dushanbe, Tel./fax 227 67 22 (8.00 am to 5.00 pm). Note that only Russian and Tajik are spoken at the OVIR,
