First of all, the "Kashgar" border doesn't make sense. Secondly, the China-Tajikistan border has been announced "open" for years, yet never seems to actually open for 3rd party countries.

I agree the article doesn't offer too much that's new and I'll believe it when I see it, but the border is with Kashgar Prefecture.

Three things that are new steps forward:
1/ the official government document declaring the border open is in the public domain - it was signed in Feb 2012 but has recently been made available.
2/ Whilst the Minister was unable to announce the confirmation of the border opening at the National tourism conference in September 2012, he did make this public announcement at the Silk Road meeting at ITB.
3/ PECTA are progressing discussions with local tour operators for the opening.
Feels more like a 'when' rather than an 'if' now.
Good news if it's so. "Visa-free Central Asia" would be nice too, per the Kazakhs' suggestion.
