Just heard that Kulma pass is open for foreigners can anyone please confirm if this is true news.

In late 2011, there was an agreement between Tajikistan and China given international status to that border crossing that was interpreted by some people as an opening of the border to foreigners. In December 2012 I read this [news item|news.tj/en/news/kulma-crossing-tajik-chinese-border-operate-year-round-0] with updated info about that subject. I don't know yet about first hand reports of foreigners crossing that border (i.e.: AFAIK, it isn't confirmated foreigners can cross it).

FWIW, I just inquired via email to a tour operator in Murghab and was told the border is not open to foreigners.

I've just come from Murghab and the news there is that the Tajik side is now okay for international tourists. However, the chinese side is the problem and they won't allow access or egress to/from China. Some diplomatic activity is now in progress to resolve this final hiccup..
