I assume you got the name wrong and you mean the Valley where Sary-Tash is located. As far as I know, there is no Valley with the name you mention. Normally valleys do not have "tash" in. Tash in Kyrgyz means stone or rock and are normally not used for valley names. However, if it exists, tell me where it is and I may be able to tell you as I was on a lot of streets in Kyrgyzstan.
If you mean the Tshong-Alay valley, which is the one where the village Sary-Tash is located, then it is great for cycling (Sary-Tash is the village you would end up coming from Kashgar China over the Irkeshtam pass to Kyrgyzstan).
