Hi, I would like get permit to Inylcheck in Bishkek. I don´t like do it by travell agency, because it so expensive. It´s possible to do it directly somewhere? Thanks.

Locals get it also directly, but as usually it takes some time, better to arrange it beforehand (some agency's are more reliable, last year we got it with itmc).
In some french forum I caught up rumors, that the permit would no longer be necessary, but have not found confirmation for that.
