In case anyone else is hunting for the Azerbaijan Embassy in Bishkek it has moved and is no longer at Shukurov Str 41.
The new address is дЗЕРЖИНСКОГО Street No 183. The consul section is open 10 - 12.30 Monday, Wednesday and Friday. Tourist visas take a week to issue and a LOI is required. The fee ($20 USD with tourist vouchers) has to be paid at a bank on Chuy Prospekt not at the embassy. The consul speaks English.
