There are plenty of dirt cheap motels. I doubt the really cheap ones would be online or even in the yellow pages, maybe just show up and you'll find one. There are plenty of low end chains as well.

Niagara Frontier Transit Authority route maps are here. You probably aren't going to find any cheap lodgings within walking distance of the Falls.
