In neither case, of course, did the participation or non-participation in its processes have the legal effect of renouncing citizenship in the U.S. The OP's theory that by not participating he manifested his intention to renounce is a load of crap. I meant to invest in Google in 1990, and I manifested that intent by not investing in General Motors. Where's my damn stock certificate, it's worth millions!

On the days both Executive Orders issued and many other days, Canada and the rest of the Western world enjoyed protection from the Soviet Union funded disproportionately by U.S. taxpayers, but the OP failed to take the steps necessary to avoid being liable for his share thereof, and is now unable to admit to himself that legally speaking, he's a tax cheat. Hence the desparation in denying the obvious.

Thank you for your research. This is getting close to the core of the matter. Up till now I have been going on memory of over 30 years ago, so it is good to see things of that era in black and white. When I asked US officials about repatriating (I think that's what I was asking about), it is they that said I needed to follow this process I speak of. Now if you read the Jimmy Carter archive you'll notice that amnesty was not unconditional, that a determination process needed to be set up. And it was for every ex pat American citizen. Now read this:

  1. Any person who is or may be precluded from reentering the United States under 8 U.S.C. 1182(a)(22) or under any other law, by reason of having committed or apparently committed any violation of the Military Selective Service Act shall be permitted as any other alien to reenter the United States.

Now isnt that an interesting little paragraph. I guess that's why I have been allowed to enter and leave the US on a continuous basis on my Canadian passport.

I didnt dodge the draft, but I became of age the last year of the war. So apparently I "apparently committed" a violation of the MSA.

As I said, you're not a very good liar.

The Vietnam War ended in 1975. So let's say for the sake of argument that you're right and you came of age in 1974.

Only one problem with that -- the US eliminated the draft in 1973. So no, there was no way that you would have been drafted, because there was no draft.
