As far as I can tell, the Carter-era citizenship determination boards that OP was talking about are entirely a figment of OP's imagination. Carter gave an unconditional pardon to draft evaders (not to deserters). There was never a question of either evaders or deserters losing their US citizenship, as far as I can tell or recall.

If he was born in the US and emigrated to Canada as a kid, then it's quite possible that he did acquire Canadian citizenship and had been previously able to enter the US without US documents, in violation of the law.

I was asking specifically about the supposed citizenship determination boards for Vietnam era draft evaders. I don't expect anyone to turn up evidence that such a thing existed, but I was wondering if anyone could speculate about what if anything lay behind OP's fantasy.
