The name of that Hotel is Hotel Paseo Las Mercedes. It is quite pricey. Public transportation is quite difficult and you would have to get taxis from the Hotel to elsewhere in Caracas as it is not close to a metro station. There are buses you can take but you would have to know where you're going as more often than not bus stops do not have any kind of maps indicating their routes. The metrobuses are the exception, they usually post a map of their routes at their bus stations. Have you thought about staying in Altamira? There is a larger variety of hotels in the area and are closer to the metro. In addition, Altamira is considered safer than Las Mercedes.
