We read that the exchange rate for cash is much better than for cash withdraw from ATM or banks. Can we bring Euros or should we bring Dollars?

You can exchange euros on the black market but the American dollar is more popular in South America. You will get a bit less than the rate shown on the links below because the middleman has to make a profit otherwise he would not be doing the job.

Your question is meaningless because you don't mention where you'll be traveling.
For example, USDs work great in Venezuela but it's stupid to use cash (USD or Euro) in Colombia.

Dollars are more widely accepted in Vzla than Euros, which means it is easier to exchange US $. Nevertheless you can get them both exchanged at the airport, but the rate will not be as good as exchanging elsewhere with someone you can trust. As you rightly pointed out, you would get the official rate of Bsf 2.15 per US $ if using ATM or credit cards. However, some tour opertors/agencies will give you a good rate providing you pay via bank transfer or with a foreigh credit card which is run abroad.
