Car hire is actually quite expensive in Vzla. Car Rental companies request that you pay with a credit card (unless you can strike a deal beforehand and they use your credit card as a security measure only and you pay in BsF cash) making rentals very expensive if paying with a foreign credit card. This is due to the exchange controls we have in Venezuela.
