India or Vietnam and Argentina or Brazil

Hi!! I have a opportunity to study abroad and I have to pick one set of places to go. Please let me know if you have any advice or insight on which set of countries I should pick! Thank you!!

So basically I have to pick between India or Vietnam and Argentina or Brazil

Here are the options:

Washington DC, US; Delhi, India; Cape Town, South Africa; São Paulo, Brazil

or

San Francisco, US; Hanoi, Vietnam; Johannesburg/Bushbuckridge, South Africa; Buenos Aires, Argentina

I think you'd learn a lot about the world by studying in India. And yet Delhi is far from my favorite place in India, so I'd say Hanoi would be the choice.

And between Buenos Aires and Sao Paulo, I'd pick BA every time.

The streets are relatively more dangerous than most cities in India. And recent reports indicate the air isn't safe for humans to breathe, due to exceptionally high particulate matter. I have observed days in Delhi where the air appears sort of brown.

Cape Town is beautiful, but very European. Johannesburg will give you a truer Africa.

Dehli is just a big polluted city with not much to see in my view. But you can do a day trip to Agra. It gets bloody hot in April time frame. Hanoi likely quite developed in the last 10 years, but the Old Quarter is likely still around, quite charming and many old French folks thought it reminds them of the old Paris. And the foods!!!

From what I heard, São Paulo is quite urban and not as interesting as Rio. I visited Buenos Aires and it is quite a charming city--a bit of Paris feel to it though it struggles economically in the last 10+ years.

You can decide between DC and SF yourself.

I think there are more varieties with San Francisco, US; Hanoi, Vietnam; Johannesburg/Bushbuckridge, South Africa; Buenos Aires, Argentina. And likely cheaper to go out too.
