Hey,
A friend of mine and I are heading to Peru in July. She will stay for about 3 weeks and then I am planning to continue on to Argentina myself. Any suggestions for (a) sightseeing (b)places to stay (c) how/price of transportation (I hear there is a boat, but that it is slow) or (d) places to avoid/safety tips? Would really appreciate any advice from people who have been and know what it's all about. We are going to be travelling on a budget and do not expect anything fancy, bunk beds sound good to me. :)

In the time you have I suggest (assuming that you are asking about Perú not Argentina?):

(a) sightseeing - Lima, Machu Picchu/Sacred Valley/Cuzco, and (assuming you plan to head for Argentina overland?) Arequipa. If you had more time then Chachapoyas/Cajamarca/Trujillo as well.

(b)places to stay - there are lots of inexpensive posadas everywhere. In Aguascalientes I suggest picking one which is a little more upmarket than most.

(c) how/price of transportation (I hear there is a boat, but that it is slow) - buses are not expensive and generally good if you choose those with a "sleeper seat"; in the sacred valley take the train; Between Lima and Cuzco flying is the best option in my view (take morning flights because the weather deteriorates in the afternoon in Cuzco (although LIM is often foggy in the morning flights tend to be delayed not cancelled). No idea what boat you are thinking of - presumably in Amazonia. I would not recommend spending your time on a boat to get from A to B in the time you have and to the places I suggest.

(d) places to avoid/safety tips? - Lima is, like any other big city, a place for good situational awareness, however with good sense, safe enough. The areas involved in drug cultivation and trafficing should be avoided. My suggestions don;t include any of these.

Thank you very much! I don't think you are aware that I am planning to stay in South America for about 3 months. I think I would have time to hit most of these places, which is great!

The things or tours in Peru is nothing expensive. You can visit machu picchu, lares, choquequirao, sacred valley, chachapollas, sacsayhuaman, many more places with wonderful monuments and archaeological museums to go.
