Try Café Eucalyptus, in the center, for starters. But you won't need much help. Cuenca is overflowing with expats and English speakers.

Interesting posts. I spent several months in Cuenca almost 10 years ago and only very rarely ran into any native English speakers. Also, I found that very few of the locals spoke English, either. For that reason, it was a great place to improve my Spanish language skills.

Yes it seems the expats don't really want to be part of the local community but form their own gated isolated communities and well we can imagine the rest can't we....
