there are lots of apartments offered by randoms off the beach but the majority are sublet which is dodgy(i was told things get stolen as everyone has copies of the keys) for three weeks you are probably better trying to negotiate with a hotel directly, the cheapest I found low season was 50k a night-25dollars but I was only there for a couple of days and didn´t look hard.
