A very general question; any reply is likely to be general.
Indeed the political situation in Bolivia is not very stable, but that has been the case for several years, and indeed for much of the country´s history.

The political confrontation between central government and regional oppositions looks likely to continue, but recent fears that it would escalate from political confrontation and a duel of insults to something more physical - shall we say? - did not materialize and, barring surprises, nothing very dramatic looks likely in January or until after Carnival, which comes early in 2008, I think.
You are of course likely to find your travel plans changed by road blocks or flight stoppages, already the case during your last visit in July-August last year, but in January bad weather may be as much of a problem, depending on where you plan to go. Right now it is raining heavily and some of the mountain roads (e.g. Yungas) are already a bit dodgy.
Otherwise, the country remains relatively safe for the average tourist (barring of course the sort of criminal activities mentioned in the travel advice of the State Department, the FCO and others).
Your profile gives your country as Ethiopia (a country I know). Frankly, I don´t see that you need be very put off by conditions in Bolivia.
