Where are you looking to figure out if the roads are closed?
Your best shot would be to just go to the stop (Av. Oquendo esq. 9 de Abril) and check to see if trufis/surubis are leaving to Villa Tunari. They'll tell you all you need to know about the road.
They list a cell phone number on their Facebook (72202367) and another on their website (67406715). Try those.
The ABC who maintain Bolivia's roads have been doing some work recently on the El Silar section (which always has landslide problems in the rainy season) between Cocha and Villa Tunari. Your best bet for more details and closure times (may only be for several hours a day) would be the bus station, the trufis or local papers / radio (who will publish details of closure times). Transport to Santa Cruz may be using the old road instead
