OP - I know nothing about BA hotels but in general my humble opinion is that a higher floor is safer than street level in any hotel anywhere on this globe. evem at tje Hyatt Regency.

but it's wrong. Probably the author of the map paid attention to common references, because many people say Congreso, but really, that district doesn't exist.

Or not... maybe what you are reading is the mark where El Congreso (the Parlament) is located, the building, not as a district.
