I’m not up for travel glitches so I won’t wander far from my dog friendly hotel in Oaxaca city

I bet you'll be able to find some taxis and other means of transport for small journeys, or arrange it with tour groups to visit places like Hierve el Agua... maybe even talk to other people who traveled w/their support perro.

It's true that there is really no law in place, it seems, that applies to people with service dogs... more seeing eye dogs and rescue dogs, or "official" dogs. OTOH I'd bet that if you went to the station in Oaxaca and talked to bus companies in person, one might be able to accommodate you (some Spanish would help, obviously).

I bet if you pay for an extra seat for the dog in a colectivo or combi, you may find the driver agreeable. I doubt very much ADO will budge an inch.

As I boarded an ADO bus yesterday and had my bag put into the luggage compartment, I was surprised to see a very tiny dog in a crate with the bags. Small enough to have easily been carried in your lap. Oh, it must have been so hot in there.... so yes, ADO must be very strict.
