Absolutely. We are foreigners who live in Mexico for the last 2Y and travel quite much. My husband loves kitesurf, thus, we are in Isla Mujeres quite frequently. You judgement is exactly to the point: if you do not do stupid things, it’s absolutely OK

For what it's worth we returned from Isla Mujeres last week and other than the typical growth of commercialism on the island everything seemed pretty much the same. I didn't feel unsafe or see anything that caused concern in the Cancun airport or on the way to Isla. One time I saw the police walking down Hidalgo but it seemed like a regular patrol, not in response to anything in particular. It was great to return to the island and to introduce my daughters to that magic. Thanks to those of you who responded to my original question.
