In fact, the main extension of the general licenses was January 2015, with the removal of the requirement that "people to people" visits be part of organised tours in March 2016 - but even before that individuals could travel on their own under the other categories such as "support for the Cuban people".

Ok,so tourism in general supports the Cuban people,i guess.

The US and Cuba use different definitions of tourism anyway.
