Many of the rechargers accept pre-payment.
I believe that the best value for a single recharge remains Rebtel.com, who only charge $20 for a 20 CUC recharge - all the others that I have seen charge fees on top. (Rebtel do not accept payment in advance - you have to wait for the offer to start.)
I have settled on Rebtel for both cell phone recharge as well as voice calls from the US to Cuba. Primary reason is that I have had no problems with them which is more than I can say for most of their competition.

Bob - we were wondering about you a week or so ago, good to see the rum supplies etc saw you through Irma - even if the ice didn't hold out.
