A taxi to the airport is cheaper than from the airport in Havana. They run a diffrent metered rate. With that said, and numerous trips to Havana, I walk out, tell the taxi captain I want a taxi and I want the meter running. Without exception, the first taxi in the line always has taken me AND run the meter. They may ask me what I have paid in the past and will accept that, with the meter off. Negotiating a fair rarly works to your advantage.

I really don't understand all this difficulty I keep hearing about. $20 to Vedado. No way.
