Cause I've read more than one account similar to this,mind you, travelers don't have to subject themselves to these conditions.
YB - indeed, but I doubt that many tourists will be visiting Santos Suarez. Since then, there have been more positive reports, but I don't know specifically about Santos Suarez.

I am not aware of any parts of Havana still without electricity.
