I think Canada cannot press charges because it happened outside of the country. ( Unless the girl is underage).

Sure they can , if Canada is like the US , Cuba can make the government aware of the charges and the government can decide to pursue it, possibly on a federal level as opposed to a state/provincial level, police officers are expected to carry themselves in a respectable manner at all times on or off the job their internal review can have them penalized for violating their own code of conduct, especially when it's something that's received widespread publicity as this has.

I'm just surprised that Cuba just didn't boot them all out of Cuba and let Canadian justice handle it. Really weird since no Cuban was involved.

Not weird at all. When in any country, you are subject to their laws. And after Cuba finished with them, they still may face disciplinary action in Canada, especially since they were police, who aren't supposed to break the law.

Looking back, my cab driver said that if I were interested in a girl, language would not be a barrier however if the girl said, "No", then leave her alone. At this point, I'm thinking this might have been a warning of how strict they are as well as advice on courtesy.
