If you're looking large quantity/big-budget shopping, go to Colon Free Zone (the only good reason to go to Colon). Otherwise, check out the large Almacen stores in Calidonia, and Albrook Mall. My girlfriend regularly buys clothes, shoes and accessories there for EXTREMELY cheap prices to bring to her parents clothing store in Colombia. It's a winning proposition for her everytime.

For Shopping in Panamá City:
Caledonia, Central Avenue, Vía España + Avenida Samuel Lewis, Albrook Mall, Multiplaza, Los Pueblos, Los Andes, Multicentro, El Dorado. Even in high-end stores, cheap items could be found.
For Duty Free:
Colon Duty Free Zone. This is for wholesale only. Almost all stores overthere won't sell retail.
